Intel won't allocate the N270 processors on machines with screens over 10.2″. That means they constraint to use the Z-series processors.
Intel charges a lot of banknotes (to some degree speaking) for the faster Z530 processor. I'm *guessing* manufacturers use the Z520 processor to keep to forge the ultimate netbook pricepoint palatable. It's a depleted compromise. Without the assumed Intel/Microsoft restrictions, we'd have better netbooks.
